All Officers and Chairmen are part of the District Commander’s team for membership throughout the District.
Each Committee fills a role in keeping the pillars standing and it takes all four (4) pillars to build a firm foundation.
This manual has been put together to aid and assist incoming district officers, county commanders and committee chairmen and members.
We hope it gives you a broad picture of your responsibilities in the District Office to which you have been elected or appointed to serve.
The functions of the First District are controlled by the convention District, Department and National mandates to establish patterns and boundaries within programs will operate and the organization will proceed.
For 362 days of every year, the governing body of the District is the District Executive Committee.
The members who serve on the Executive Committee act as the final approval body for the District between conventions and as an advisory committee to the District Commander should the Commander seek their help in questions and problems affecting the District.
It is important that the members of the Executive Committee attend the meetings and
take part in the government of the District during their year in office and as members of the Executive Committee.
The members of the District look to you, as an officer, to be informed and aware of what is going on.
They look to you for leadership during your year as an officer.
General Information
By Department mandate, District Officers assume office following the close of the annual Department Convention.
By District Resolution, it is recommended that all personal who are interested in accepting a district office,
take the Legion “Basic Training Course” which is free and can be found on Legion.org.
County Council Commanders serve as members of the District Executive Committee during their term of office.
The District Executive Committee is the governing body of the District between the annual District Conventions.
The District Commander is the executive head of the District during the term of office.
The District Adjutant is the administrative head of the District during the term of office.
The District Finance Officer is the financial head of the District during the term of office.
The budget is approved by the District Executive Committee in keeping with the District mandates on financing amounts available.
The District Commander shall approve all vouchers for expenses, and forward same to the District Finance Officer for payment.
The District Finance Officer has the right, if the Finance Officer questions it, to bring vouchers to the Executive Committee for approval prior to payment.
District Vice Commanders are elected from the posts in the areas of the district in which they will serve as Vice Commanders.
Actions of the District are governed by the District Constitution and By-Laws and the Department and National Constitution and By-Laws.
They also govern the actions of the District Officers.
The District Commander has the authority to call meetings of the District Executive Committee,
and as is provided in the District Constitution and By-Laws.
All District Officers and County Commanders should attend all meetings of the District Executive Committee.
The District Commander shall have 11 newsletters for the year (August through June).
District Commander and Adjutant shall be responsible for the contents of the newsletter.
